Les Transformation de Southport - The Promenade Preliminary Design Consultation
Overview

Following engagement earlier in the year Sefton Council want your views on the updated proposed changes to Southport Promenade to support the delivery of “Les Transformations de Southport.” The Promenade preliminary design includes the Promenade between Nevill Street to Seabank Road. The proposed design will improve the connection between the town centre and the waterfront with new public spaces and road crossings for people. We want to make it easier for everyone to access the new Marine Lake Events Centre (MLEC), pier and provide a better, safer setting for the new multi-million-pound MLEC development.
The improvement scheme is currently at the preliminary design stage, which is early in the design process, and people can help by providing their comments and thoughts on the design.
The development of the proposed design would be funded by the City Region Sustainable Transport Settlement, which is external funding from Government. This funding is ring fenced for sustainable transport and economic growth. The Promenade proposal to support the Marine Lake Events Centre aims to meet and achieve the funding expectations.
The below map outlines the location of the “Les Transformations de Southport” (LTDS) phase 2 and the new proposed Marine Lake Events Centre.

Why your views matter
The Les Transformations de Southport project wants to make it easier to walk and cycle around Southport. It will connect the town centre and the waterfront better. New public spaces will also be made for people to enjoy.
The first phase of the project is improving the roads and pedestrian spaces near Southport Market; this is currently being built.
Phase Two, this phase, will improve Southport Promenade. This is just the beginning, and more improvements will come later.
Why is it called Les Transformations de Southport?
While Prince Lous Napoleon, later Emperor Napoleon III, was living in exile in Southport in 1838, he was so inspired by the town’s architecture that he subsequently ordered the reconstruction of Paris based on the town’s grandeur.
Why now and why the Promenade?
The project will improve the area outside the Marine Lake Events Centre and soon to be renovated pier. This will help people enjoy the space more and make the space safer. The project will support the MLEC design and make the area safer by providing better desire lines and an improved environment with the plantin fo trees and grasses too.
Improving public spaces also supports people wanting to visit the town centre. This can lead to more shopping and spending. Encouraging more people to dwell and stay in the town centre throuhg improved public space. Creating the best town centre space for people to enjoy.
The Promenade proposal will make it easier to walk, cycle, or take the train when making a journey to the MLEC. There will be new spaces for taxis, disabled parking, drop-off areas, and coach bays. This will help people get to the MLEC by these modes of travel.
Why and why now?
- We want to make it easy to get to the Marine Lake Events Centre and pier.
- We need safe footpaths and roads to the Marine Lake Events Centre and pier.
- We want better ways to travel between the town centre and the seafront.
- We want to improve the area around the Promenade to have a nice look and feel, like introducing greenery.
- We want to the Promenade to be accessible to all modes and people, like adding bench seats for those with mobility issues.
- Our plans should match the Marine Lake Events Centre timeline.
- Our plans link up with local cycling and walking routes.

Why your views matter
We are undertaking a consultation on the scheme’s preliminary design to ensure the proposal is suitable for as many people as possible and to share some of the design changes we have made post comments we received earlier in the year as part of the public engagement. We have already started talking to key stakeholders who may be directly impacted by the improvements and we are now launching a wider, public-facing consultation. We welcome all feedback and want to hear your views.
Please note that at the end of this survey before submitting your results, you will be asked if you want to provide an email address so that you can receive a PDF copy of your response. This is completely optional. The email address is only used to send the email to you via the online consultation system provided by Delib as the data processor. The email address will not be stored with the responses and Sefton Council will not have access to it.
