Norwood Mitigation Improvements Scheme - Public Engagement 2024
Overview
Sefton Council is improving our streets and transport network to support the Sefton 2030 Vision, throughout the whole of the Borough of Sefton.
We want to make it safer for everyone to move around Norwood by slowing the speed of traffic and discourage drivers rat running through the residential area of Norwood and use other routes, such as Norwood Road, Norwood Avenue and Roe Lane.
The Norwood Area Mitigation scheme is designed to complement the Southport Eastern Access Improvement scheme that covers Eastbank Street / Bridge Street to Kew Roundabout, and also connects to Foul Lane and Meols Cop Station.
Southport Eastern Access involves the delivery of some highway improvements to reduce congestion on the eastern approaches to Southport. The scheme also includes active travel and safety improvements as well as traffic mitigation measures to address changes in traffic patterns resulting from the reopening of Foul Lane; one of the measures proposed. We need to ensure that traffic, travelling to and from the town centre remains on the main roads and that we have good quality crossing facilities. These changes may affect traffic flows in and around Norwood, which the Norwood Area Mitigation scheme is designed to address whilst also making it easier for pedestrians, cyclists and public transport users to travel around.
We have worked with Norwood Ward Members, and our Neighbourhoods Teams to develop ideas for improvement in Norwood. We have felt that it is important to develop these proposals in collaboration with the community and we have already held two workshops with members of the community in Spring 2024. From this early engagement, we have been able to broaden our understanding of the issues in the area, and discuss potential solutions. Throughout the process we have taken on board feedback from the community and this has been fed into the designs for improvements which are shown here. We have also worked with officers within Sefton Council and at Liverpool City Region Combined Authority to ensure the scheme takes into account other things like existing bus routes. As part of our wider engagement on this project we are also talking directly to the local schools and helping to support them with their wider transport challenges.
The Norwood Area Mitigation scheme has been grouped into the following areas where we will improve junctions, the quality of footways, crossings and cycle lanes and, in some places, change waiting and loading restrictions.

Why your views matter
Moving on from our early community engagement, we are undertaking further engagement on the updated scheme designs. We have already started talking to key stakeholders who may be directly impacted by the improvements and we are now launching a wider, public facing campaign. We welcome all feedback and want to hear your views.
Please note that at the end of this survey before submitting your results, you will be asked if you want to provide an email address so that you can receive a PDF copy of your response. This is completely optional. The email address is only used to send the email to you via the online consultation system provided by Delib as the data processor. The email address will not be stored with the responses and Sefton Council will not have access to it.
What happens next
The results will be analysed and all comments will be taken back to the design team. We will post feedback of the consultation later in 2024.
